The list of applicants is exceeding 150 organizations, including G2 Esports, OpTic Gaming, Sentinels, Cloud9, 100 Thieves, Version1, TSM, T1, CLG, Shopify Rebellion, XSET, and The Guard. The information was shared by DotEsports.
Some of the organizations made their proposals public, like T1. The Koreans chose none other than Lee "Faker" Sang-Hyeok to be the face of their application. They want to participate in the American League, where they are currently playing.
The three leagues are supposed to have a maximum of 10 slots each. Every league will cover a geographically wide region, which should include lesser-established clubs and may drive some big names out.

There is an option to apply for several regions. According to rumors, G2 Esports are trying to get to NA despite having a European lineup but will stay in Europe if they meet a denial.
The initial application review is expected to be finished by the mid-end of July. The final selection process is likely to happen around Valorant Champions 2023 in September.
